Corruption at the level of state government departments and public
sector undertakings (PSUs) undermines public trust, drains resources, and
delays services to citizens. Fortunately, many states in India have established
dedicated helpline numbers, hotlines, WhatsApp numbers and online portals to
receive complaints of bribery, misuse of office, embezzlement or other
misconduct by public servants.
Why Helplines Matter
- They make it
easier for ordinary citizens to report corruption without needing
deep legal knowledge.
- They provide
a channel of accountability: by establishing a number/toll-free
line, governments send a message that complaints will be accepted.
- Many of
these agencies also ensure anonymity of complainants (or at least
guarantee confidentiality) which can reduce fear of retaliation. For
example, in State Vigilance & Anti-Corruption Bureau, Haryana it is
stated the identity of informer is kept secret in “almost all cases”.
- A helpline
combined with online/WhatsApp reporting enables evidence
(audio/video/photos) to be submitted, increasing the chance of action. For
instance, the Anti‑Corruption Bureau, Jammu & Kashmir lists a WhatsApp
number where picture/videos can be sent.
- They can

Step-by-Step
Here’s a typical
process you might follow when you encounter or suspect corruption:
- Note basic
details: Who
(official’s name or designation, department), what (nature of misconduct:
bribe demand, misuse of office, embezzlement, etc.), when (date/time),
where (office/department/PSU), any witnesses, digital/physical evidence
(photo, video, audio, document).
- Call or
WhatsApp or email the helpline number provided for your
state/department.
- Provide full
information as you have
it. You may ask for the complaint/reference number so you can track
later.
- Keep
confidentiality in mind: To protect yourself, see if you can submit
anonymously or request non-disclosure of your identity. Many agencies
mention confidentiality. For example, the Haryana SV&ACB mentions
“identity of the informant is kept secret”.
- Follow up: Note the
reference or tracking number if given. You may check status of your
complaint if the agency allows.
- Maintain
evidence:
Screenshots, recordings, correspondence. This strengthens your complaint
if further investigation happens.
- Stay safe: Don’t
confront the suspect alone. Use official channel. Avoid retaliation.
